It is said that one should not eat Shivaswa. This means that it is a crime to commit irregularities in the movable property in the name of the Pashupatinath temple. Religious engineers consider it a heinous sin to misuse the funds received by the Pashupatinath temple. Officials of the fund have called for the second time by canceling three bids without any reason while purchasing electric cremation machines. The purchase agreement has been signed with only one company for the second time. 

There seems to be the fairness of irregularity behind this. A one-time purchase agreement has been signed without looking at the local market price, international market price and the price to be obtained from the manufacturing company. Stating that there were irregularities in it, the 58th annual report of the Auditor General has recommended action against the culprits. The report states that the bids have been canceled as the bids have already been submitted and are in the process of evaluation.

The fund had purchased an electric cremation machine for the first time in the fiscal year 2064/65 at a cost of Rs. 116.77 million. Eleven years later, the fund began the process of purchasing another machine. Bids were invited for the purchase of the second machine on January 13, 2008. Beyond three bids. The bids were being evaluated. At the same time, on June 7, 2076, the bids were canceled stating that they did not agree to evaluate. On 17 September of the same year, the fund again invited bids. 

Stating that the bid was received from only one firm for the second time, the fund signed a machine purchase agreement with the same firm for Rs. 283.63 million. Officials of the fund initially paid Rs. 25 lakh 10 thousand to the firm. When contacted by Milan Thapa, he said that he was not involved in the procurement process. 

He said that the executive power of the fund would be vested in the member secretary. It has been pointed out in the report of the Auditor-General that the commission has also played a role in the repair of the statue. The report states that there was an irregularity in the maintenance of Ashta Dal and Bhairav ​​idols inside the Guheshwari temple. In 2057, 717 tolas of gold and 133 kg of silver foil were used for the idols of Ashta Dal and Bhairav. Ten years later, on 13 September 2067, a hole was found in the molamba of the statue. The statue was not repaired for eight years. 

A test of the gold and silver used in the statue after 8 years showed that the gold had decreased by 174.05 tolas. Its market value is Rs. 157.89 million. The color, flowers, and incense offered to the idol were shown to be the cause of the loss of gold due to rust. The report of the Auditor General has raised questions about this reason. "It is not uncommon for gold to be depleted due to rust," the report said. The report also states that the former gold and silver have not been tested in the laboratory and the taluk ministry, Guthrie, and Kosh have not investigated the matter.

Similarly, the report states that there is no regular work on the vehicles used by the officials of the fund, management of worship materials, construction of forest industry, and other issues. The religious engineer has expressed concern over the irregularities committed by the fund officials in Pashupatinath's property. "It is not a common sin to misuse the wealth received by Pashupatinath, it is a great sin," said religious engineer Madhav Bhattarai. But Shivaswa Khan also did not seem to be afraid.
