Kathmandu. Officials of the BP Koirala Institute of Health Sciences in Dharan have been  found to have degraded the quality of service and committed  irregularities by influencing the middlemen. The government study committee has concluded that the service of the  hospital could not be efficient as the attention of the officials was  focused on buying and earning goods.

The study committee has taken seriously the issue of many people losing  their lives during the Covid epidemic due to inadequate hospital  supplies and equipment. "Even though the capacity of the oxygen plant is said to be sufficient for  the hospital, many patients of Covid have lost their lives due to its  poor quality," the report said.

The study committee has also mentioned that the patients who come for  treatment are referred to other hospitals as the hospital does not have  adequate facilities for testing. A committee source said that the officials have been taking commission from private hospitals since then.

"A system of artificial scarcity has been developed in collaboration with  the officials and the concerned staff to break down the machine  equipment and not keep the necessary reagents in the laboratory," the  report said. The report points out that millions of expired medicines have been stored in the hospital which is not fully operational.

According to the investigation report formed by the government, the service  recipients were in trouble when the hospital was operating in the name  of public-private partnership. The CT scan machine owned by the establishment was removed without use. However, the investigation report states that the service has been operated from the private sector machine for 10 years as a public-private  partnership.

The hospital has provided all facilities to the private sector for that service. "Even so, the private sector has agreed to keep 65 per cent of the CT scan  fee and provide only 35 per cent to the hospital," the report said. The foundation has leased the land within its hands to a school. Buildings and accommodation have also been provided there. Since then, he takes only Rs 14,000 monthly rent.

The government had arranged for the institute to provide equipment for dialysis to the patients at home. But the foundation did not provide such treatment materials, but took payment from the government.

According to the investigation committee, the medical store of the foundation has not been audited. A member of the committee said that there was no record of where the goods were sent and who took them. Details of the goods and other statistics are not available. It is mentioned in the report that the store is filed without buying the goods. Due to compromise, the store does not return the goods before the expiration date.
