"If it was not for the government of Nepal, it would have had to be sorted out by the government. The prime minister said not to distribute it," said Pokharel, the then education minister.

Before releasing the book, the then Education Minister Pokharel had distributed the book to the Prime Minister and Ministers and also to the former Prime Ministers. After the publication of the book which included Limpiyadhura, Lipulek, and Kalapani in Nepal, there was a great wave in India. Oli had formed a committee comprising Education Minister Pokharel and Land Reforms Minister Padma Aryal under the coordination of then Foreign Minister Pradip Gyawali. The Curriculum Development Center under the Ministry of Education had prepared the book by including maps and information covering the territory of Nepal including Lipulek-Kalapani-Limpiyadhura encroached by India. The center has prepared the book as reference material for the students of classes 9-12.

This book was prepared with the intention of informing the students about the unification and development of Nepal and developing a proper approach. The Curriculum Development Center was developed as a self-study material with the objective of informing the secondary level students about the territory and borders of Nepal.
