Honorable Speaker,
Due to the repeated dissolution of the House of Representatives, the country has been in a state of political confusion and uncertainty for some time. The outgoing Prime Minister, Hon'ble KP, has been appointed by Article 76 (3) of the Constitution of Nepal. The process of appointing a new Prime Minister began after Sharma Oliji requested the Hon'ble President to start the process for the appointment of the Prime Minister as per Article 76 (5) without seeking a vote of confidence in the House of Representatives under Article 76 (4).
After some time of political and constitutional practice, I have been appointed the Prime Minister by Article 76 (5) of the Constitution of Nepal. And the Council of Ministers has been formed under my leadership. I would like to thank all the leaders of the political parties, including the honorable members, for their support and assistance in appointing me as the Prime Minister. I am confident that this government will continue to support me in the future as well.
Honorable Speaker,
Now the country is in a very complicated situation. We are deeply affected by the global outbreak of Covid-19. Infections are daily. People are dying. I wish peace to the souls of all those who died due to Covid-19. I express my deepest condolences to the bereaved family.
I wish a speedy recovery to all those undergoing treatments at the hospital. I would like to express my heartfelt thanks to all those who worked day and night for the control and prevention of Covid-19. Protecting Nepali citizens from the Covid-19 outbreak will be the first priority of this government. I express my commitment that the government will take all possible measures to control and prevent Covid-19.
Honorable Speaker
The constitution of Nepal has been drafted through the efforts of all the political parties present here. A federal democratic republic has been established. Its protection and consolidation are possible only through the efforts of all of us. In a multi-party system, there will be competition between the three parties with different political views, healthy criticism and criticism will be natural and good. They are also necessary.
However, we have some common challenges, objectives, and destinations. For which we must cooperate and co-operate. Covid-19 is our immediate challenge. Poverty, unemployment, and illiteracy are common problems. Nepal's independence, sovereignty, geographical integrity, independence, and self-respect are our common issues. The protection of the Constitution of Nepal and its good implementation is our common destination. It is the common goal of all of us to fulfill the aspirations of sustainable peace, good governance, development, and prosperity through a federal democratic republican system of governance. This requires cooperation and collaboration between us.
Mr. Speaker,
We all have our own experiences. Hon'ble K.P. Sharma Oli has led the government for the past three and a half years. I want to thank him for the good work he has done. His experience will be useful to us. Continuing the good deeds done in the past, the shortcomings will have to be rectified. You also do important new things. Maintain good governance in the country. I believe that this requires continuous dialogue, cooperation, and collective efforts between the government, the main opposition, and all political parties, and I will always strive for this. We, the political parties, must work with the feeling that we are not enemies of each other but co-travelers to achieve our common goals.
Mr. Speaker,
The country has gone through a long period of sacrifice, austerity, and the sacrificial struggle for the establishment of parliamentary democracy. Parliament must be empowered, vibrant, and functional. The government should be accountable to the parliament and the parliament should monitor all the activities of the government carefully. It strengthens the democratic system. Continuous political turmoil, uncertainty, and instability weaken democracy itself. Therefore, we must now walk the path of political stability.
Mr. Speaker,
As I am the Prime Minister appointed following Article 76 (5) of the Constitution of Nepal, I have presented myself in the esteemed House of Representatives to get the vote of confidence following Article 76 (6) of the Constitution of Nepal. I am confident that all the honorable members will give me a vote of confidence.
