Kathmandu. The tenth central committee meeting of the CPN-UML, which started on Monday at the Tulsilal Memorial Building in Chazal, Lalitpur, has ended. The four-day meeting also approved the ten-point agreement aimed at maintaining internal unity, the party's decision on the Supreme Court decision, the work done by the government led by Chairman KP Sharma Oli, and some other decisions.

However, the action process, which was started with the inauguration of the meeting, has been withdrawn. Instead, party spokesperson Pradip Gyawali said it was decided to continue party unity efforts. "Today's meeting is over, appealing to the comrades who are involved in the movement to continue their efforts for unity and to the detriment of the movement, to rectify the shortcomings and weaknesses," Gyawali told reporters after the meeting.

Earlier, Oli had signaled that no action would be taken against senior leader Madhav Kumar Nepal. Addressing a program organized on the occasion of Pushpalal's 39th memorial day, Oli had declared a 'general amnesty. "I would also like to urge the disaffected friends, remembering Pushpalal for the unity of this party and the movement, to say," Amnesty is granted to all, "said Chairman Oli.

However, after Oli resigned from the post of Prime Minister and return to Balkot on July 15, the meeting could not have been concluded with such a simple decision. The leader from Bardali of Balkot declared Nepal a traitor and said that there would be no place for him in the party. Along with the announcement made by party president Oli, his supporters also held a monkey procession in New Baneshwor after burning the idol of Madhav Nepal and holding a funeral procession.

It was also analyzed that the convening of an emergency central committee meeting to disrupt the ten-point agreement reached by the second-tier leaders after spending a long time could break the unity. Leaders close to Chairman Oli had said that the meeting was convened to take action against those who betrayed the party by crossing the floor. Inaugurating the meeting, Oli told Madhav Nepal that the UML would unite without Madhav Nepal, while it was decided to ask 24 people for a 24-hour explanation for the vote of confidence in Prime Minister Sher Bahadur Deuba.

But the four-day meeting did not discuss the answer to the clarification. Instead, the reply that was sent was lost. According to the source, the decision to ask for clarification was withdrawn and the answer was not ready. On Thursday afternoon, 22 people including Madhav Nepal had prepared the answer to the explanation. As per the court's decision, no action could be taken against Deuba for giving a vote of confidence, so old issues were mentioned in the explanation letter. In the National Assembly by-elections held in Floor Cross, Lumbini, and Bagmati in Karnali, the party candidate was not allowed to cast his vote. While these issues had been asked for clarification several times before.

Leaders of the Madhav Nepal group, on the other hand, are skeptical of Chairman Oli. Oli suspects that he has thrown away the unity card as before.

After resigning from the post of Prime Minister, Oli raised the same issue again and asked for clarification. In other words, the mood of Chairman Oli and the purpose of convening the Central Committee meeting was to take action against those who crossed the floor under any pretext. But after the meeting, even the leaders close to Oli were confused. 'Chairman Comrade's presentation was not like this before. This time it was presented to remind us, 'says a leader close to him. In a meeting like every day, leaders close to Oli demanded the immediate removal of Madhav Kumar Nepal from the 'floor'. But Oli would remind.

On the closing day of the meeting, Chairman Oli said that he jumped into the river at the risk of preserving unity. 'I grew up in the Terai. There was no firewood, and when the floods came, I would bring big trees. The trees should be brought out by ham. There is a risk. I have come that way. Now I am ready to take another risk for unity, ”said a leader quoting Oli.

Oli, who withdrew his explanation for the fourth time, said the next central committee meeting would be held soon. At the same time, Chairman Oli has instructed to keep the existing party structure active.

Central member Vishnu Rijal says Chairman Oli has signaled unity in the party. Chairman Comrade has finally said that a meeting of the Central Committee will be convened soon. I am confident that the meeting of the Central Committee will be held in the presence of all the central members of the party, ”he said.

However, the Madhav Nepal group has maintained that it will not participate in the party structure that Oli has made exclusive. Leaders of the Madhav group were also absent from the standing committee and central committee meeting convened by Chairman Oli after the ten-point meeting on July 10. Oli and Nepal have been saying that the Nepal group will participate only in the meeting and party structure convened after approving the ten points.

Oli, on the other hand, argued that the existing party structure should be run as it should try to unite as much as possible, but should not be left out. 'Mother and daughter. The mother said, "I will die and my daughter will marry me." He stayed without work. But the mother did not die, nor did the daughter get married. It didn't happen ', Oli gave an example.

Leaders of the Madhav Nepal group, on the other hand, are skeptical of Chairman Oli. Oli suspects that he has thrown away the unity card as before.

The recent past seems to have raised such doubts. Chairman Oli's latest decision and statement do not seem consistent. Inaugurating the meeting on Monday, Madhav called Nepal a "traitor" and said on Wednesday that he was ready to be the second chairman. Immediately, his close leader Shankar Pokharel made a statement in the old context of Oli's statement. But when he arrived on Thursday, Oli asked him to come to the party unity saying that he would apologize to his mother.

Beduram Bhusal, a leader close to Madhav Nepal, says that sweet words cannot be used unless there is a trusting environment and respectful unity. He says, 'We have always stood for unity. Otherwise, KP Oli would have taken it out immediately. There is still no atmosphere of trust. '

Like Chairman Oli, the activities and decisions of the Madhav group have not stopped. On Thursday alone, Leader Nepal announced the People's Volunteers (PV), a youth association close to him, after 12 years. The organization that became parallel after 4-5 April is still active. The day after Oli was ousted from the PM's post, the Madhav group had formed an all-force force after the Youth Force, a youth association close to him, revived him.

President's concern!

According to the leaders of the Madhav group, Chairman Oli has been facing one crisis after another. So, on the one hand, he is trying to ask for a 'meaningless' explanation, instead of calling for unity, approving a ten-point agreement exclusively, but on the other hand, giving a strong statement. One of the leaders said that such a situation has arisen now that the post of President Vidyadevi Bhandari is in crisis. According to him, President Oli and leaders close to him have estimated that the number of MPs from his party will decrease further.

When Prime Minister Deuba cast his vote of confidence on 3 July, only 83 votes were cast in opposition, including Oli. On that day, on 7 May, eight lawmakers who had sided with Oli in the decision to dissolve the House of Representatives for the second time gave a vote of confidence to Deuba. Meanwhile, 10 lawmakers from the Madhav group, including those in the task force, remained neutral. In other words, the number of MPs in the Madhav group is increasing.

There were only 23 MPs in the Madhav group when they demanded the restoration of the parliament and the appointment of Deuba as the prime minister. That is, 98 people were standing towards Oli. With that number dropping to 83, more than two-thirds of MPs are in power. "If Madhav Nepal forms a separate party, it will reach two-thirds of the ruling coalition. The situation is similar in the National Assembly ', says a leader close to Oli.

If the UML splits, it could join the two parliaments needed to pass the impeachment against the president. However, Chairman of the Maoist Center Pushpa Kamal Dahal Prachanda has given a public statement that he will not take any action against the President. However, it cannot be ruled out that there will be no indictment against President Bhandari, who has twice dissolved the House of Representatives and supported Oli in several ordinances.

Moreover, if Madhav Nepal, which is in a favorable position by the court order of 27 June and 28 June, forms a separate party, Oli will have to lose even the state governments. A no-confidence motion was tabled against the Chief Minister of State 1 and Bagmati after the split of the former Communist Party of Nepal (CPN). However, the no-confidence motion was withdrawn after the Supreme Court's decision on February 8 revived the UML and the UCPN (M). Because UML has a single government in both the states. But if Madhav Nepal forms a separate party, leaders close to Oli in both the states are likely to step down as chief minister.

In Gandaki, Chief Minister Prithvi Subba Gurung, close to Oli, has resigned. It is not easy to save Shankar Pokharel, a leader close to Oli, from becoming the chief minister of Lumbini. "As the situation is getting worse now, KP Oli's fight seems to be with Madhav Nepal. When the party splits, there will be a landslide, 'says a leader. While the UCPN (M) was united with the center under the leadership of the CPN (Maoist), Oli was in power from the center to the wards. "The President, the Prime Minister, the Speaker of the National Assembly, the Deputy Speaker, the Heads of State, the Chief Ministers, the Ministers, no post could have been obtained without him (KP Oli)," the leader said.

Amidst many fears, the leaders of both groups seem to have strong faith in maintaining unity this time around. Especially some second-tier leaders are in a campaign for unity at any cost. The leaders of the Madhav group, who remained neutral without giving a vote of confidence to Deuba, seem determined to save the party as the parliament is saved. Even Bhim Rawal, who announced his resignation from the post saying that Madhav Nepal was not ready to approve the ten-point unity, has become active again. According to sources, Rawal has been active since Thursday morning after meeting Madhav Nepal at his residence in Tokha. After meeting the Nepali leader in the morning, Rawal had a telephone conversation with Oli.

Some leaders close to President Oli are also working to preserve unity by standing on the ten-point foundation. "We are having a conversation. The two leaders (Oli and Nepal) will meet soon, 'said Nemwang, deputy leader of the parliamentary party. He was the task force coordinator on behalf of Oli and Rawal is the coordinator on behalf of Nepal. Even lawmakers from both sides have launched a pressure campaign to preserve unity. On Thursday alone, lawmakers from both sides launched a unity campaign.
